KEY POINTS

  • Lagos APC will unveil Hamzat’s 2027 governorship manifesto on October 30.

  • Key priorities include housing, transport, healthcare, security and infrastructure.

  • The campaign promises inclusive governance and public feedback on the manifesto.

The All Progressives Congress (APC) in Lagos State has announced plans to unveil the governorship manifesto of its 2027 candidate, Dr. Kadri Obafemi Hamzat, on Friday, October 30, 2026, outlining an agenda focused on continuity, infrastructure and inclusive development.

The party said Hamzat would seek to build on policies pursued by successive Lagos administrations while addressing persistent challenges in housing, transportation, healthcare, security and environmental management.

Senator Musiliu Obanikoro, director-general of the PBAT-KOH Campaign Council, announced the planned unveiling at a press conference in Lagos on Sunday.

The event is scheduled to take place at the Wole Soyinka Centre for Culture and Creative Arts, formerly known as the National Arts Theatre, in Iganmu, Lagos.

APC Promises Continuity and Improvements

Obanikoro said Hamzat’s proposed development agenda would build on the foundations established by President Bola Tinubu, former governors Babatunde Fashola and Akinwunmi Ambode, and incumbent Governor Babajide Sanwo-Olu.

He said the campaign’s approach would focus on preserving policies that have delivered results, correcting shortcomings and introducing improvements to meet the needs of Lagos’ growing population.

According to Obanikoro, continuity should not mean retaining existing policies without reviewing their effectiveness. Instead, he argued that the state should consolidate previous investments while finding practical solutions to persistent challenges.

He cited the development of the Blue and Red rail lines, road and bridge projects, improvements in schools and hospitals, housing initiatives and support for businesses and young people as examples of projects pursued under the Sanwo-Olu administration.

The campaign said Hamzat intended to draw on his experience in government to sustain these initiatives and address areas where further improvements were needed.

Housing, Transport and Security Among Key Priorities

Obanikoro acknowledged that Lagos continued to face significant development pressures because of its growing population, limited landmass and diverse population.

He identified transportation, housing, infrastructure, healthcare, security, human capital development and environmental management as areas requiring sustained attention.

The campaign maintained that addressing these challenges would require long-term planning, effective administration and policies responsive to the needs of residents.

However, the specific targets, funding arrangements and implementation timelines for Hamzat’s proposed policies were not detailed in the announcement. Those proposals are expected to be outlined in the manifesto at its formal presentation.

Campaign Highlights Hamzat’s Experience

Obanikoro pointed to Hamzat’s background in the private sector and his years in public service as key elements of his candidacy.

He said Hamzat earned a PhD in Systems Process Engineering from Cranfield University in England at the age of 28 before working with international financial institutions, including Merrill Lynch, Morgan Stanley and Citibank, in the United States.

Hamzat subsequently served as a commissioner under successive Lagos administrations and later became deputy governor.

According to Obanikoro, this experience has given the candidate an understanding of business management, public administration and the state’s development priorities.

The campaign said Hamzat would use that experience to pursue policies aimed at sustaining development while responding to the changing demands of Lagos residents.

APC Promises Inclusive Governance

The campaign also identified inclusivity as a central principle of its proposed agenda, saying governance should serve residents regardless of religion, ethnicity, gender, social status or place of origin.

Obanikoro said every community should have an opportunity to contribute to decisions affecting the state, while also recognising the heritage and interests of Lagos’ indigenous population.

He disclosed that Hamzat and members of the campaign organisation had consulted religious leaders, traditional rulers, traders, market women, young people, professionals, artisans and community representatives.

The consultations, he said, were intended to incorporate residents’ concerns into the candidate’s priorities and ensure that the proposed policies reflected conditions across different communities.

Manifesto to Be Open to Public Feedback

Obanikoro said the manifesto would be made available for download after its unveiling, allowing residents to review the proposals and submit feedback through designated party channels.

He encouraged party members, community leaders and the general public to examine the document and offer suggestions on how the proposed agenda could address the state’s development needs.

The announcement marks a further step in the APC’s preparations for the 2027 Lagos governorship election, with the manifesto expected to provide more details about Hamzat’s proposed policies and priorities.
