Alex Otti, the governor of Abia State, is chasing a global stamp of approval that only two hospitals in Nigeria currently hold. He has set a target of securing Joint Commission International certification for three state hospitals undergoing major reconstruction.

The three facilities are Abia State University Teaching Hospital in Aba, Amachara Specialist Hospital in Umuahia and Umunnato Specialist Hospital in Bende. Each sits in one of the state’s three senatorial zones, the geographic spread underscoring Otti’s intent to push specialist care closer to residents wherever they live.

A briefing on progress

Otti laid out the target Monday while receiving Clare Omatseye, the managing director and chief executive officer of JNCI, and her team at Government House, Umuahia. The team briefed the governor on the redesign, reconstruction and equipping of the three hospitals.

Specifically, hospitals across the world treat JCI certification as the global benchmark for healthcare quality, patient safety and operational standards. Notably, only two hospitals in Nigeria currently hold the credential. The bar is high enough that meeting it has become a status marker for African health systems.

“I am happy that we have made a lot of progress. While we are doing these, we are also rejigging the management and leadership of ABSUTH, Aba. Everything is going on simultaneously,” Otti said.

A push against delays

Furthermore, the governor said his administration is restructuring ABSUTH’s management to lift efficiency. He pressed his team to fast-track approvals and avoid delays that often stall public health projects.

“All the documents that are required to be signed, please let’s have them, and we will sign and return them within the week. We will also put more pressure on the contractor, even if he has to work 24 hours, because I do not like the sound of delay,” Otti added.

A specialist network in the making

Otti said he chose to centralize advanced radiography services at ABSUTH to maximize efficiency and impact. Meanwhile, Amachara and Umunnato will function as tertiary facilities that complement ABSUTH in delivering specialist healthcare across the state.

Earlier in the meeting, Omatseye commended Abia’s reforms across primary, secondary and tertiary healthcare levels. She said the state is making steady progress toward meeting international standards, with each layer of the system reinforcing the next.

A million-dollar MRI on the way

Additionally, Omatseye disclosed that the Church of Jesus Christ of Latter-day Saints will donate a $1 million MRI machine to ABSUTH. The equipment will anchor the hospital’s diagnostic capabilities and underpin its bid for JCI certification.

With JCI’s audit standards covering everything from infection control and clinical governance to medication safety and patient rights, the bar is high. However, Otti’s framing places the certification not as an end in itself but as evidence that Abia residents can access world-class care without leaving the state.

If Abia clinches certification at any of the three hospitals, the state would join an exclusive Nigerian club. Crucially, the move would also signal that subnational governments can drive global-standard healthcare reform when political will and disciplined execution combine. Otti is betting that combination will hold long enough to deliver.
